Deputy U.S. Marshal Samuel Gerard (Tommy Lee Jones) is pursuing a dangerous convicted murderer when a small airplane carrying the prisoner crashes into the Hudson River. The man escapes in the chaos, and when another marshal is killed, Gerard is accused of negligence. Desperate to clear his name and recapture the fugitive, Gerard teams up with fellow marshal Noah "Royce" Vann (Robert Downey Jr.), a cocky, by-the-book operative who initially clashes with Gerard's unorthodox methods. Their investigation leads them to a conspiracy involving a rogue intelligence agency, a murdered scientist, and a web of lies that reaches into the highest levels of government. As Gerard and Vann pursue leads across the country, they must work together to catch their fugitive, expose the conspiracy, and restore Gerard's reputation—all while discovering that nothing is as it appears.

Director Stuart Baetz delivers a globe-trotting action thriller that expands the scope of the original Fugitive formula while maintaining the character-driven focus that made it work. Tommy Lee Jones brings his signature intensity and dry humor to Samuel Gerard in this 1998 sequel, making the marshal's dogged determination and moral clarity the film's anchor. Robert Downey Jr. provides excellent chemistry as the foil to Gerard's methods, and their partnership develops genuine camaraderie. The film features spectacular action sequences—from a plane crash into water to a tense standoff in an Eastern European location—that balance spectacle with character. Jerry Goldsmith's propulsive score drives the international adventure, while the film's willingness to explore government corruption adds thematic weight. It's a worthy sequel that respects what came before while expanding the universe.
